Dr. Rapp has been President of NERA since 1988. He specializes in intellectual
property, antitrust, and international economics and advises
clients in the computer, semiconductor, pharmaceutical, newspaper, book,
and music industries on antitrust and intellectual property economics.
His work includes pricing, licensing, standards, and royalty rate determination,
intangible asset valuation, estimation of damages, market power
analysis, and high technology antitrust. Dr. Rapp has presented studies
and testified before the Federal Trade Commission, the Federal Energy
Regulatory Commission, the Federal Communications Commission, the
United States International Trade Commission, and numerous federal
district courts. Prior to joining NERA, he was an Associate Professor at
the State University of New York at Stony Brook.
